Leonardo is an Afro-Colombian social development and human rights specialist with 16 years of professional work with civil society and international organizations promoting human rights and ethnic initiatives. Before joining USAID/Colombia as its Human Rights Program Manager, he was a seasoned trainer of participation, social development, conflict resolution and human rights to university students, community leaders and government officials. He has a B.A. in History, a B.A. in Political Science, a M.A. in Economic and International Affairs, and completed Ph.D coursework in Political Science at both Louisiana State University and The New School University as a Fulbright-Colciencias Scholar.
